Are you running build 1638 of MMW? It works for me as well.

For once, I don't have this bug. I performed a set of syncs with 130 and everything works correctly (with a small sync list, larger lists still fail) including transferring ratings.

Atrix 2 running ICS 4.0.4

Build 127 will sync ratings from MMW to MMA when wirelessly syncing.
Build 130 has all blank ratings.
