Scrolling seekbar with mousewheel while paused leads to a crash [#17055]

When I use the mouse wheel to change the seekbar position while a track is paused, then I hit play; MM hangs, becomes unresponsive, and then eventually crashes.

Log ID CB590DDD, build 2273.
Here are two DbgView logs of the same thing occurring twice:

Same thing happens when it's set to seek bar or waveform bar.

A first I haven't been able to replicate neihter the crash or the issue reported by LowLander, but then I realized that the key factor to replicate this is to switch ouput plugin from WASAPI to MMDS. Then the crash appears. I updated the issue accordingly.
