Sorry, no. It means only that when one goes to a playlist under My Computer and does "Send to" a device e.g.
http://i.imgur.com/AH7fdDN.png, the playlist does there and then get sent to the device.
This is independent of auto-sync. The next auto-sync with "[x] Delete other files and playlists from the device" will remove that playlist from the device.

Meanwhile, while not as accessible, the device profile UI for for auto-sync playlists has in MM4 become more accessible and more usable for doing the same thing.
