To explain what's happening:
The podcast rss feed, in this case is missing some metadata (it doesn't contain any Artist information), so the track downloads and is saved based on whatever metadata is provided by the feed.
When the track completes downloading, MM can read it's tags. At that point, it finds out that the Artist tag=NPR, so that gets populated in the DB, however, MM doesn't re-organize the tracks into a new directory based on the metadata from the tag.
A workaround is to use the background auto-organize function.
