MP3 conversion settings: bitrate not disabled [#7561]

When selecting CBR as type of bitrate the Bitrate (min) and (max) as well as the VBR method settings are disabled, but don't show disabled.

Tested on skinned 1348 on XP. Can anyone confirm?
