1511 Failure to adopt Windows System theme [#10391]

1) Make a portable install, with "[ ] Enable full skinning (override Windows System theme)" unchecked
2) Launch

Expected: App showing Windows System theme
Observed: App showing a Vista-like theme regardless:

Workaround: In Tools, Options, Skin, checkmark "[ ] Override Skin theme with Windows System theme (requires restart)", click OK, restart.

This with Windows 7 Pro 64-bit using Windows Classic theme.
