Volume Leveling

I sync all my tracks as 88dB volume leveled MP3's. Without enabling volume leveling in MMA they all sound at the same volume as expected.

However when enabling volume leveling they sound softer (I'd expect louder as I'd presume they'd be leveled to 89dB (default in MMW playback)), but they also seem to fluctuate in volume. I see no evidence of volume tags for synced tracks when connecting the device via USB to MMW, but I wonder if MMA with volume leveling enabled is using volume tags which have values prior to sync applies auto-leveling to files.
