Huh, having only #extm3u as first line but not following format standard more sounds like incomplete implementation, as adding #EXTM3U tells apps that file contain extended M3U comments, but it really only follow plain M3U format (Example 4) from

Have you tried to disable Extended tags for Syncing Playlists?
Really strange, if disabling extended tags do not help I guess that Script specifically can be made to export M3U in this format.
I wonder if you delete #EXTM3U from "WeddingPop9.M3U" does SERATO DJ can import playlist.
