[REQ] Scroll wheel (lines) independent from OS [#18782]

In large tables it is conveniant to have steps of 1 line when scrolling (Excel), independent of OS.
MM5 takes the factor from windows, where an value of 1 line would be very slow in other programms (browser, viewer....)
Is it possible, to set an separate value in MM, instead of or in addition to the checkbox "Enable smooth scrolling"?

Hi,
MM react on Mouse Event, but skin line height can be custom so it is possible that line height is custom due teh font size.

We tried to fix that globally in past but usually it fixes for one skin and breaks for another.
