I'm looking for some opinions based on personal experience on the best pay download site. Who's got the biggest selection, best price, least hassle, etc.

I really like Walmart (DRM WMA -- just rip to cd and back to your pc...), also audiolunchbox.com (MP3), MP3.com (just a search site), and MusiChristian.com.

Actually it is 100% legal. They follow Russian copyright law to the letter.
You can legally acquire music from anyone who has a legitimate right to distribute it. You can buy from a iTunes, because it was licensed by RIAA, you can buy it from Canada, if it is licensed by CRIA, or you can buy it from Russia, if it was licensed by ROMS. Now the key difference is that RIAA and CRIA need to obtain licenses from songwriters and artists. ROMS owns rights to intellectual property automatically, and acts as a collection agency; it receive payments from licensed companies (such as allofmp3.com) and distribute the proceeds to the artists whether on Russia or abroad.

Why are they so cheap? On one hand because copyrights for downloads in Russia are more or less equal to the rights radio stations have to pay for broadcasting music. On the other hand, because one US dollar is worth lots of rubles. In Russia CDs cost about 100 rubles ($3). So to Russians Allofmp3 is in fact almost as expensive as iTunes to us.

Things might change sooner or latter, but between now and then, I'll be one happy customer

AllofMP3 is probably illegal. It pays the rights in Russia and downloading in Russia would be legal.
It is very questionable if downloading from outside Russia is considered legal. If RIAA got its way it would be illegal, but fighting copyright issues in Russia will probably not lead anywhere for them. I believe the original artists sees nothing or next to nothing in rights from songs sold in Russia.

Rights in Russsia are cheap and as such is the site. The price of songs on sites in the US mainly consists of rights, a little bit for operating costs and if the seller is lucky some profit.

ROMS is charged with paying rights to all artists for which it collects moneys, whether abroad or domestic.

It isn't anymore illegal than buying a book from amazon.com.uk, or music from a Canadian website as long as it is licensed by CRIA (Canadian version of the RIAA).

Copyright law is clear on this respect; you can purchase content (from physical books to software music) from anybody that has a right to sell it, regardless of borders. Look at hardware vendors: Nikon fights tooth and nail the grey market; the sale of cameras destined to other countries where they charge less for, on countries where they charge more for. They get less for those cameras, and it is their goods, but they can't call the practice illegal.

The U.S. could amend its copyright laws to render the practice illegal, but that's not here, not now. In the mean time I'll keep using allofmp3.com in hopes that other companies will see the light and emulate their functionality. Heck, for me is not the price (albeit that helps

) but their awesome functionality of encoding into just about anything and at any bitrate I could wish for.

AllofMP3.com is currently in legal trouble. The IFPI (International Federation of Phonographic Industries) has launched a formal complaint to the Russian authorities and the Russian authorities are investigating this.
The claim is that AllofMP3 has never received the right to sell the music in Russia or abroad from any member of the IFPI.

In the meanwhile the former person from MP3.com and now the owner of Linspire has started http://www.MP3Tunes.com, which is a legal download site in MP3 format (No copyright protection). Of course the big labels are not cooperating so it currently has less known music available.

The BEST pay MP3 site? Why do you have to find one BEST site?

I use whatever site has the track(s) I want at a good price. WalMart, Rhapsody, MusicRebellion, MusicMatch, etc. The digital files are all pretty much the same to me.
