2291 - changing skin caused crashes [#17291]

I changed MM5 to Monkey Groove skin ==> a crash loop that required me to reboot PC

These crashes ... they were sent to you
Before the crashes happened I got this dbox ... it looks like the service is not stopping when changing to Monkey Grove? ... ie. did not happen when I changed between the Material Design skins.

Windows went nuts ... max cpu to the CTF Loader service -- some issue with your localisation translations?
Required Windows reboot. ... I haven't tried to replicate because I don't want to reboot again
