Is there a config setting that I'm missing or does MM only allow ripping WMA up to 160kbps? If so, is there any reason why?

Well you are not the only one, I noticed it also that MM cannot encode (or just doesnt) wma's higher that 160kbps. I'm not sure why (maybe on of the developers knows), I'm thinking maybe thats the only wma encoder that they could get their hands on. Its a bit of a shame really, I wanted to encode into something higher but couldnt.
